Young Jin Kim is a financial regulatory expert who has extensive experience in policy and regulatory matters regarding digital finance and capital markets: during his tenure at the Financial Services Commission (FSC), he served in key positions including the Electronic Finance Division and the Financial Data Policy Division of the Financial Innovation Planning Task Force, as well as the Fair Market Division of the Capital Markets Bureau, where he was responsible for major policy initiatives and regulatory reforms. He contributed to amendments to the Privacy Guidelines in the financial sector and handled matters relating to the Credit Information Use and Protection Act, and was also involved in the operation of the MyData system and the refinement of related guidelines, as well as financial security matters including amendments to regulations on the use of cloud computing. In the area of capital markets regulation, Young Jin Kim participated in major financial policy initiatives, including the development of measures to improve the corporate disclosure system, the revision of relevant laws and regulations, and amendments to the Asset-Backed Securitization Act, thereby accumulating practical experience across the full spectrum of financial regulation.

Prior to joining the firm, he advised on financial regulatory matters at Shin & Kim LLC. He joined Yoon & Yang in 2026, where he provides legal advice on financial regulation, digital finance, and capital markets.
